The Coalition of Geospatial Organizations (COGO) released the 2018 Report Card on the U.S. National Data Infrastructure. Using a letter grade, the report grades how well we as a Federal, state, regional, tribal, and local GIS community are doing at developing and maintaining the National Spatial Data Infrastructure (NSDI).
This is worth at least a quick perusal, if only because it shows that California has some ground to make up in some areas.
